No, you are stretching it quite a bit. The Kerry campaign did not target the Howard's government in Australia for defeat: it merely pointed out the prospect of its being targeted by the Islamists/Jihadists for attack. To be sure, it was all up to the Australian voters.

I think they voted the Howard government in again because the Australian economy has been strong under his watch, thanks in no small part to the burgeoning economy of China and SE Asia.
To be sure, Bush must have wished the American economy is as strong as the Australian economy.

Over the years since about 20 years ago, Howard has shown he has a high coefficient of survival, thanks in no small part to his flip-flopping tendencies and being a political chameleon.

However, as is always the case, all good things do come to an end, sooner or later. Though Howard remains as PM again, he could face a vote of non-confidence in the foreseeable future, as Dipy has pointed out!
