Absolutely. Hunting down terrorists wherever they are is supposed to be "the plan". Why didn't Bush do what he said he would?

You are kidding me, right? Really... just think back to the times:

Iraq was already under UN sanctions. The US / British patrols were already enforcing no fly zones over much of the country. Many Iraqi targets were destroyed in the decade following Gulf War I - a regular occurance.

Destroying a demonstrated terrorist based on credible evidence would have barely caused a ripple.

Its too bad you are using memory so selectively.
