The crucial thing is logistics. Not even a guerilla army of any size can survive without open supply lines allowing a sponsor to keep it going, or without help from the surrounding population, keeping it fed, hidden, and supplied with armaments. Even holding a piece of territory doesn't help if you run out of bullets. Thus, absent a sponsor with open supply lines, it is crucial to have widespread support among the populace. But support seems to be limited for the insurgents, and, in any case, they are vulnerable to infiltration to the extent that they attempt to maintain clandestine operations. This allows us ever more efficient interdiction, as we develop intelligence capabilities at the local level. We can starve the insurgents, and find them to round up, as we develop informants and special ops capabilities suited to the situation on the ground. |
