The difference in the medical insurance programs available for the Government employees, and the small business or individuals, is great. MANY more benefits available to the large buiness employee, or to the Government employee, versus the coverage for a small business employee or an individual(small business is defined by the Government as under 500 empoloyees.)

That's why the small business/individual needs access to a large risk pool of insurance. The premiums are smaller, and the coverage is far greater.

Re your other observation...I agree. Some people just opt not to have health insurance. There should be some sort of form that people have to sign, even the folks who are not working, and including any that are on welfare, that says "I do not want health care insurance, and I'm willing to pay for my own medical and doctor bills".....

Who knows, maybe a national ID card could have that info as well.
