Somtimes online polls don't track IPs but just add a cookie (and don't let you vote if you don't accept the cookied) however people can delete the cookie, or can vote more than once in different browsers.

Of course its still hard to vote, delete, vote, delete, ect. that many times.

Sometimes bots can be used to take control of other computers and vote. (not everyone has a very secure system).

Also whichever side is better at getsting out the word about a particular poll is the most likely to win if there is no cheating (or the cheating isn't massive). Such polls really don't tell you a lot. Even without cheating they can be manipulated, by a "get out the vote" e-mail campaign.
