The concept of "peace keeping" as devised by the UN is to allow parties a chance to stop fighting and maintain peace while searching for more lasting political solutions. Peace keeping does not work in active wars. UN peace keeping is a good idea but can be very difficult to implement and administer. Raw aggression is unlikely to eb stopped by peace-keeping and requires a military response -- as we saw in the first gulf war, which was a very successful method of conflict resolution and is an example of the success of the UN.
