I am sure that he would have asked for more troops even if he had not been quoted as requesting more. Remember the Powell Doctrine? (Use overwhelming force.) The staging for this liberation did not allow that. Our troop strength had fallen significantly. In Desert Shield Desert Storm we deployed over 665,000 troops. It seems like our entire armed forces are less than that now.

In 1991 we had 18 Army active duty brigades. By 1995 it was 12. Was that Clinton's watch? By 2001 it is was 10 divisions. Bush probably had little if any input on those decisions.
Air force 1991 - 21 active attack wings; 2001 12.6.
Navy 1991: 97 attack subs 63 air squadrons; 2001: 54 and 36.

You are reasonable enough to see through the spin. The resources available in Iraq 1 were not available. When you try to blame it on Bush, you come off sounding partisan.

Did Congress authorize doubling the size of the armed forces? Even increasing it by 10%?
