Kerry's plan to add 40,000 troops is the equivalent of two full combat divisions. It will take at least 5 years to procure the equipment. I have no idea where he plans to find the people. We are certainly not turning away 40,000 qualified recruits this year.

Increasing recruitment by 40,000 is less than a 10% increase in current recruitment.

There is a management adage concerning large organizations. Large organizations (the military is a large organization) are by nature very inefficient.

Virtually any capable </b? person can go in there and improve productivity, efficiency, or in this case recruitment by 10%.

I have absolute faith that a person with your capabilities can do the job. Increase recruitment and increase material procurement by 10% within a short period of time. I have no doubts that you could do the job.

The next ten percent would be exponentially more difficult, but even there, I think you could do it. I am convinced.
