I'm not sure that "news" (as articulated below) is awful at all. "Delays in setting an international standard for new high-speed Internet communications" amounts to the fact that 56K baud modems may not be arriving at a standard quickly. This does not change the fact that 56K baud modems go in as standard equipment on almost every new PC sold. Further, this is a modem-specific issue and doesn't affect other networking sub-sectors, such as switching, etc.
