It gives the all important impression that you're making headway in the "war on terrorism" to lock up 5000 "terrorists" for which they've no evidence against. Add that to the fact that they're mostly FOREIGNERS for which Americans mostly don't give a damn about. Heavens if some foreign country were to treat Americans the same way.

To lock 'em up, provide no due process, no representation, no court of justice, that sounds like Soviet Style Gulags, only in Stalins Soviet Union, you at least had your day in court (be it a Kangaroo one).
