Catholics who are involved in promoting abortion are ipso facto excommunicated, according to canon law. Nobody has to point the finger at them in public, it's just a matter of fact. Excommunication is automatic (Latae sententiae). This includes pro-abortion politicians, who have voted to keep abortion legal.

But people who are excommunicated may repent and rejoin the Church, so a priest who is not their confessor does not know whether they are restored to a state of grace or not.
