Some agencies claim that as many as 80 to 90% of the people incarcerated are guilty of nothing, except being caught up in a vicious, malicious dragnet.

That's very disturbing. Do you have a link verifying that assertion, or at least providing some documentary basis for that "claim" of "80 to 90%"?
