Yes indeed the US is not the UN, and the UN is not the US.

The US is however the country that decided to overturn the invasion of Kuwait, then proceded to do so, then decided the terms of the cease fire. The UN would be a lot more relevant if it was the US, or could speak for the US, but since it isn't and can't it wasn't much more then a label or "rubber stampt" put on the operation, that would have happened if it didn't exist, or even if most of its members and its staff opposed the action. The UN only had any relevance by going along with the US policy. The US set the policy and then implimented it.
