Taiwan has not declared independence from the PRC, it has never considered itself to be under or part of the PRC. It has declared that it is the government of China. As the government of China it would be an independent state. We probably agree that Taiwan's claim to be the government of the mainland is silly but it is indeed Taiwan's claim.

I don't think Beijing would, because I don't think it can. It can destroy Taiwan but it wouldn't leave much to control other then a radioactive wasteland. In any case even if we assume that the PRC can and would take over Taiwan that would be making Taiwan part of the PRC, not establishing that Taiwan is now part of the PRC. The fact that the US grabbed territory in its war against Mexico doesn't mean the territory was part of the US before the war. Wars can change things but they don't do so retroactively.
