Which is another reason the General Discharge seems most likely. No court martial would be required. Those receiving a General were often sent home and the Discharge mailed. In order to dispute the General Discharge a hearing is held that becomes public record- Kerry always hated anything public. So he sits and waits (as advised by Kennedy) until the time is right and Carter takes care of all! Sad, sick too! So easy for Kerry to prove that wrong-- but then there would be records to release.
