More often than not the US is sneaky about it. We use FMS and third party countries and/or funny money to keep our records neat and tidy. The "US" doesn't sell an AWACS plane to Egypt, Boeing sells an AWACS plane to Egypt. The US merely authorizes the sale. You'll never find a budgetary line item for fighting a war in Cambodia.

I saw a few stories when the food for oil scandal erupted. Purportedly, there are some US names/companies on the list. When there's lots of money moving around there are bound to be a lot of hands dipping into pockets.

Listening to CNN this am, one week before the flu vaccine problem erupted 10 doses of vaccine was $85; after the problem was announced the same company was quoting 10 doses @ $900. There's money to be made.
