Ms. E I assure you receivers with encryption are made smaller than you can detect. They would easily fit behind a lapel or the collar. When you said "scrambler" I assume you meant encrytion or crypto device. Crypto devices as owned by NSA are now smaller than dimes if needed. There are a variety sizes for various applications, but none are of the large bulky types used in the 60s and 70s. Some people want to believe that Bush cannot speak with a hand puppet up his ass and that may well be what is perplexing you. He does indeed have the ability to speak for himself.
