Easy as pie. Just put a tax on interest on consumer loans so punitive that the credit card companies will retreat from the business. Or not allow them to deduct losses. Same result.
Some people at the bottom of the economic ladder would be unable to replace their wreck of a car. So they'd have to move closer to where the jobs are or where public transportation is. But what a wonderful way to encourage people to save!
