Well, it is clear that we have deep disagreement on this. I find your faith that the Administration could have cleaned up the corruption touching, but silly. The UN is powerless to enforce rules. The way in which Bush might have made it relevant would have been to show that it is could enforce its dicta, at least in extreme cases. Even then, it is doubtful that we could have cleaned up the corruption or forced integrity in the sanctions regime. What were we to do, haul every corrupt politician before our courts? Occupy world capitals until they followed the protocols? Create ever bourgeioning sanctions regimes to enforce unenforced sanction regimes?
