I think we would know nearly nothing about the corruption without the documentary evidence discovered in Iraq. Why should we? We did not have adequate human intelligence resources in Iraq, obviously, and we had no special leave to investigate foreign nationals. Even in the inquiry at the UN concerning this, we have no power of subpoena, and are wholly dependent on cooperation.
