He answered on Social Security: we should privatize some of it to stave off crisis. The question was how to pay for Bush's proposed privatization. Bush didn't answer. Bush also didn't answer the minimum wage question. Instead he pressed "play" on his mental tape recorder, but like the scene in True Lies, the tape recorder was stuck on the wrong position, so something hilariously irrelevent came out.
