The answer to that is "No". The proof is the chart of foreign USD reserves. Asian central banks' hunger for US treasuries began at this pace years ago.

Anyway, contributing a couple of hundred million to Bush's campaign would be much more helpful to his reelection than spending billions and billions on USD securities, even if Asian countries felt they absolutely had to insure four more years of Bush, which I cannot really see.
