The problem is most of the statements are phrased in the same form Texas CEOs use to lie in quarterly conference calls and SEC filings. The big difference is no disclaimer is read at the beginning of Meet the Press.

In listening to a conference call, you know the Texas CEO is lying every time he starts a statement with "I believe". It is a qualifier which denotes opinion. Even if he believes no such thing, it is virtually impossible to prove otherwise. He can believe Odin parted the Red Sea and marched to Quebec if he wants to, and there is no legal obligation on his part to believe otherwise.

Take the famous 16 words for example:

"The British Government has learned that Saddam Hussein recently sought significant quantities of uranium from Africa."

In all probability, the British Government "learned" this from phoney reports supplied to them by the US. It isn't necessary for what the British Government "learned" to be true, in order for the statement to be true. If Bush had to defend the statement in court, it's a good bet he would win. The legal arguments would be fairly bullet proof. On the other hand, if the American public was made aware of the basis on which the statement could be shown true, they would also fully comprehend the level of deception used in the choice of phrasing.
