Some things in life can be foreseen. Saddam's past behavior and his record of statements and propositions made to other leaders in the region are indicative of his future actions. I think that is a logical conclusion.

The Duelfer report indicated Saddam hadn't made any WMD's since 1992. However, it also indicates Saddam retained both the programs and intentions to produce WMD's in the future.

Therefore, Saddam represented a future threat regardless of the current status of his WMD stockpiles, as both Senator Kerry and Presidents Bush and Clinton have stated repeatedly over the years.
