Federal taxes often get passed on to the state and local level to be more responsive to local conditions. Nothing about federal taxes suggests that Washington will be involved in service delivery.

What is an "entitlement"? Are you entitled to service from the fire department if your house is on fire? Are you entitled to service from the police if your are attacked or threatened? Are you entitled to the serices of the military to deal with military threats from other countries? Are you entitled to a functioning court system?

Affluent seniors should take care of their own retirement, and pay for their own insurance.>

What you are proposing is a progressive tax system much the same as what Kerry would pursue.
