London is again revisiting its higher education system. I have no doubt that will effect Scotland. Actually, the ideas for change sound fairly decent. But as always, it's the implementation of the ideas that will determine their success- good ideas poorly implemented are as bad as bad ideas well implemented, and let's not even talk about bad ideas poorly implemented (like the Iraq war...)
