The problem we have in government is that a function can be eliminated, but another just pops up and is larger than the one cut and it ends up with higher grades. It would be fun to check a guy by the name of Dave Bradley with the Corps of Engineers down in the Dallas/Ft Worth area. If the grades are not higher, just give it time, they will be. Seems like this is how our government has operated over the decades....
