I dont think it has to turn out that way. Why not? Even if a stunning example of democracy limps along in the years to come, there has been so much turmoil and death among the ordinary population that one has to believe recruiting efforts have yielded significant results. These people are not all going to hole up in Fallujah and wait to be killed. Dissolve, fall back into the wood work - they've been there before. The brighter and/or the more committed will find groups in and out of the country to get fully indoctrinated. And trained. And assigned targets. People who have their wives, husbands, children and parents killed by a foreign power have a habit of remembering that. An occupier - even one seen by some as benevolent by some - which does not share the same cultural values of the people being occupied will be seen forever as an occupier by most. Imagine if you will your home state being occupied by a "benevolent" Muslim force -- in order to rid your state of some form of corruption, having "accidentally" killed thousands of civilians in the process. I think your local civilian militia would be pretty active. I think the comments by critics that Iraq is a breeding ground for the next generation of terrorists - when it wasn't before - are pretty much on the money.
