The intelligence reports that Bush presented Kerry, the Congress and the UN saw came from the WH Office of Special Plans, run by Douglas Feith. It was Feith's job to cherry-pick ALL the intel on Iraq, and come up with a compelling case FOR war, ignoring contrary intel and caveats on the intel used. It was a way to lie, using actual intel. A propoganda office FOR a war.
