The implications are huge. Chirac wouldn't okay miltary action because he is being paid off. And Kerry would not take military action without Chirac's approval.

In effect, had Kerry been president, Saddam could have stayed in power by simply paying off Chirac, China, and Russia -- which is what he attempted to do.

This is why it is critical that the United States not give veto power to other nations as Kerry said he would do (before he said he wouldn't).
