No, they aren't completely one dimensional, but it is no coincidence that their official actions happen to coincide with their profit centers. That is a prime motivation.

There is also something darker. Both Bush and Cheney obviously hate muslims and liberals and and frenchmen and people who use bigger words than they do and all sorts people around the world. That is a big emotion, and getting revenge on faceless people, and perhaps daddy too, is another big motivator.
