and Kerry's ticket that he would not act unless Shirack would ok it 1st..... The implications are huge. Chirac wouldn't okay miltary action because he is being paid off. And Kerry would not take military action without Chirac's approval. Were you not posting here two years ago? There was a major discussion back then. Fox is bringing it up now to try and start trouble for Kerry. Its not going to work.
