How can you NOT infer this from his statements? He has said we must meet a "global test". He has certainly implied he would be more cooperative with the UN-- this is, after all, the way he was going to get them into his "coalition".

This has all been discussed in previous posts. Kerry said immediately after the gloabl test comment the idea of actions being understandable by and the reasons defensible to allies. It was three sentences of a debate, and in no way implies France would have the ability to veto an American invasion of anything.
