First, because objections were aired almost immediately. Second, because it was not the only source of the assessment that they were actively pursuing nukes. Third, because it is not perfectly resolvable: the shipment was held up anyway, so it would make sense to try to get in tubes that were dual use, and could be altered for centrifuges.
