...I suppose my answer was wrong: some faith based aid could be considered an entitlement, as long as it involved a form of payment.

It's a pretty arcane point. In the big scheme of things, I'm not sure whether it has major significance either way.

While the amount is insignicant as a % of the Federal Budget, the larger issue is whether or not is crosses the fuzzy wall of separation of church and state.
