I suppose not, so long as anyone could apply for funds on an equal basis, including the Ethical Culture Society or any other secular humanist group.

Equity would apply only to the extent that group would have potential access to the funds, ie., through a competitive bidding process.

But the issue is how those funds are used. If you fund a "soup kitchen" can a pastor [who won the faith based contract] stand up and preach the need to accept Jesus Christ as your Savior while the poor eat soup?
