Now suppose I already have a soup kitchen which is funded by my Church...and I preach at it. I apply for a grant for a soup kitchen and it's approved. I stop preaching [though I think I could get away with saying "Jesus Christ loves you" while I dish the soup up.

I now reallocate my resources that I used for the soup kitchen and use that money [and people] to start a missionary effort. I obtain the person's name and cardboard box address from the soup kitchen and go preach to them. And with the excess funds, start preaching on other blocks.

Have I, inadvertently, Federally funded a missionary effort?
