I do not know if that issue is addressed in the "fine print" of these matters. Off hand, I would say that it is licit for the church to benefit in its ministry by having the pressure taken off some of its social services, and, as long as prosetylization was not coerced, that is, made a condition of receiving service, that it would be licit as well.
