I don't think it is. There wouldn't be an accounting requirement to show that it is.

To answer the question as to whether it is an inadvertent funding of religion, it is...is it licit? It may be, I don't know. As I am a strong supporter of the separation of church and state, if I was to err, I'd err on keeping the separation. It doesn't appear to me to be a disadvantage to the programs to assure the separation.

I anxiously await the USSC decision on the Ten Commandments.
