"Universal national service" isn't fair. If your turn comes during time of war, you stand a much higher chance of getting killed than if it comes during time of peace. And there "service" as, say, a desk in the Pentagon, and then there's combat. Which doing think the poor and powerless will get? You that solves that problem? Not likely.

All volunteer? You can't get any other work, so you go into the army that will train you and send you out to fight. You've got money, you got to college and get a civilian job. Maybe as President where you order those other poor, unskilled slobs to die.
