Soros has his own hidden agenda to profit handsomely from the election of Kerry..... as will Rubin and CitiBank ... and ...... He is no fool and will not spend millions for the "good of others" he just is not that type even that he wants to project such image. (plenty of stories about his foray in Eastern Europe)
