Only negotiation and appeasement and giving into terrorist demands makes terrorism a growth industry. Take a look at the Barbary Pirates. Nations paid them tribute for release of the Kidnapped for 50 years. The effect was more kidnappings and demands for larger and larger tributes until enough was enough. Jefferson put an end to the tribute paying through war. That solved the problems with the muslim pirates, the terrorists of yesterday.
