Well lets try this.

Do you think the UN should advocate and promote regime change in North Korea?

To me the answer is an obvious yes. It was a similar obvious yes in regard to Saddam's regime.

Sure, the UN should investigate whatever charge, but in the case of NK or Saddam's Iraq, the conclusion (to me) was pretty obvious.

Unfortunately, I don't think the current UN has forcible regime change for the good of the planet as one of its responsibilities.
