Yes I realize that the legislation that started this process originated in 1996. You'd have to research the sponsors of the legislation and those that voted for it to determine who and what intent can be read into the legislation and the timeline.

If the strategic goal of the Bush admin is to put more and more money into service delivery by faith groups, it is in effect aiding and abetting discrimination, intentionally.
