And the payouts as well? It does seem silly to give someone with $Billions, say Bill Gates, a check for a couple of grand every month.

Right, anyone making more than $146,000 or whatever should be disqualified from getting the couple of grand per month SS benefit. And a sliding scale below that. So minimum wage workers won't have to pay 7.65% of every dollar for benefits to those who don't need them.
