I thought the idea was that churches would be allowed to seek grants on the same basis as any other community organization, whatever that may be. I presume that it is ultimately a matter of clients served.

I have no idea why you are invoking the military when we were talking about soup kitchens. It is like you programmed to blow a gasket whenever religion is mentioned.
