I believe the government does direct the care that can be provided, at least what it will or will not pay for. Providers sign up and agree to provisions which set their prices. They can opt out if they want. Are you suggesting that socialized medicine would only encompass those providers that actually work for the government? If so, why does the RW still say that Hillary was trying to install socialized medicine? She, to my knowledge, never suggested placing providers on the employment rolls of the government.
