This is another Rove tactic. He really is the master of dirty politics. He has people listening to the debates and marking their second by second response. He even has their eye pupils measured to see which parts they are listening most closely to. An interesting thing about Rove's technique is that he really doesn't care if the audience reacted positively or negatively to the sound byte, he just wants to identify what got their attention.

At the end he finds any sentence that gets a reaction and then he targets that with his allies in Rupert Murdoch's News Corp. Suddenly they are all on message talking about whatever issue he picked as if it were important.
