You said the same thing about reagan but it seems to me clinto was in charge during tulipmania and yes he didnt address and turned it over to the next guy as he did his failure to confront al quaeda. Bush compounded the latter but when the handwriting was on the wall he acted. With you there is no handwriting, just handwringing.
