The violation was of the UN Cease Fire Resolution dozens of times. Remember the Cease Fire of the 1991 Gulf War? That war could resume hostitlities whenever SH failed to comply. The UN documented dozens of violations and kicking all inspectors out of the country for years and giving out kickbacks to sell oil to build palaces...these things demand a resumption of hostilities.
